I'm playing the Earth 1000AD scenario as Justinian 1. I capture
Rome (That's where the Apostolic Palace is) 600 years ago yet I still haven't been given the option to make a resolution, not even vote for a leader.

I was a christian country up until recently when I converted to Free Religion.

And another game playing as the Dutch I built the palace but over the course of the game I was only able to announce 1 resolution. Why is this?
