Yay, just won my first game on Monarch and learned something new, Vassal states of any kind dont go against a conuqest victory even though they show up as a requirement on the victory team.
I cleared out my continent, conquered the second and made it a colony, conquered a third and made it a colony, and vassilized the last one and much to my surprise Conquest victory pops up. Yay! It was good.

Military seems to be the winning side, As fighter I can play much higher levels than as a builder... If i play military I WANT the nearby comp to get a wonder... then I use my hammers to take it from him cheap.
It was conquest, thats what surprised me, my land % was very feeble, I ran 4 cities untill I need to found a fifth cheap one just to get wall st and oxford
