As reported in this (http://forums.civfanatics.com/showpost.php?p=5931781&postcount=50) and this (http://forums.civfanatics.com/showpost.php?p=5971648&postcount=1) post separately there is a bug in the AP Voting as follows:
Very early building of the AP triggers a vote for Resident. This vote is not registered (no Resident is chosen) and after that no further elections are triggered for more than a few dozens of turns (far beyond the 9 turn interval (adjusted for game speed) that should be the case). This makes any resolutions even for victory impossible. I am not sure if the entry in the change log regarding number of candidates does cover this bug, if not: here is a new one ;)
