I am embarrassed to report because this must be an incredible stupid user error...however, I am eager to play and getting frustrated.

Civ IV has latest patch (1.7.4.0) and runs fine. Purchased BTS last night and installed. No errors. When I start Civ normally (with the original Civ disc in the drive) it starts just like normal. Too much like normal because I do not see any of the new stuff promised in BTS. No new menu options, no new civilizations, etc...

Appears that the game is functioning fine...just no new options.

If I understand you correctly you are starting Civ4 with the Civ4 disc in the drive? Then you are playing the original game (so you can play it even after BtS is installed).
Insert the BtS disc and click on the BtS shortcut and you should play BtS.

Yes...yes...thank you. I knew I was doing something stupid.

Although no shortcut was created in the install I was able to get it to run from the CD.
