The scariest strangers to older babies are the ones who look/act similarly to people they know. Freaks them out. Don't take it personally, gonzo_for_civ. At least the tot didn't laugh at you.

When I meet a new tot, I give him/her a long time to observe me, and let the kid take the initiative. Wearing a funny hat or talking to the pets helps.
