Could someone please explain too me how too make a downloaded mod work.

Good question I'm baffled sometimes It works for me other times it dosn't. I extract it into worldbuilder saves.

Place the mod's folder into Firaxis Games/Civ 4/Warlords or BtS (if you have it, but if not then don't use this!)/Mods

Stick it in there, then on the main menu - Advanced, Load a Mod, and select it from the list.

i think you put them in the mods bit or public maps.

im not sure though.
