Is there a mod or comp that allows settlers to found cities on the sea? I've not been able to find anything via search.

I think there is a global variable to allow this, so you can mod it yourself. I think it breaks on settlers in transports, but not sure.

The Genetic Era mod has sea cities, I believe. I think that it's not been updated for Beyond the Sword, however.
