... what the hell is SCHIP?

Forgive my basic definition:

SCHIP: State Children's Heath Insurance Program.
A program that would have provided social health insurance for low-to-middle income families, therefore guaranteeing health care and services for US children.

It was repeatedly vetoed by Bush. Attempts to push it forward despite the vetoes were repeatedly blocked. It has essentially died on the table, as there's no real recourse left to put it into law.

That post nailed it for what you really need to know. I'm sure there are details that could sway some minds one way or another, but that's the essential core of it. Opponents of the bill fear that expanding government health care like this will not only be costly, but it will provide a spearhead with which to ram through government health care for everyone. It's a domestic US matter, but one that's provided some sparks this month.

I really enjoy this one. :)
The reference is that the city of Cincinnati just rejected a sales tax to build a new jail and a levy to give more funding to the school. However, I think that Borgman is contradicting himself a little bit, seeing as how a week before that cartoon was in the paper, this one was:

As far as I can tell, it is an anti universal health care comic. In countries with socialized health care, people have to wait quite a while to receive routine medical checkups and the like. So that comic is saying how people may have to suffer through pains for a bit, and risk missing a big illness. Still, it is better than never going to the doctors, in my opinion.

I didn't connect the cartoon to universal health care at all.

I think it was just making fun of doctors/specialists who you have to wait a while to get an appointment for they can check on you. At the same time you always hear doctors talk about how early detection is key. Someone I knew had to wait a month to see a specialist to see if something was wrong with him

My view is more towards the last one than any smack at socialized health care. But it must have either done its job well or poorly if you can get multiple perspectives out of it.
