I'm looking for a Mod loader for Civ 4, I searched and didn't find one but I know there out there because I had one on my old computer. Also every time I start a game of Civ 4 I get a message that "an incompatible voice device has been selected. Voice capture disabled" I looked the settings and I did see anything about this. Anyone know what's going on?

I don't know what's going on, nor do I know what a Mod loader is.

A Mod loader is a little program you run and you can choose what mod you want to load. This way you don't have to load up civ just to restart it to load a mod.
Thanks for the response any way.

Two ways to do this:
- put the mod into your customassets folder instead of in a separate mod folder: I don't recommend it
- if I'm correct, you can also achieve what you want by changng an ini file; you should try to ask in the creation and customization forum.

Create a shortcut to the path to the game's .exe (in single quotes, i.e. 'C:/Prog...' with the little apostrophes) followed by /mod= (yourmodname). MAKE SURE THERE IS A SPACE BETWEEN THE PATH TO THE EXE AND THE / AND THAT THERE IS A SPACE BETWEENTHE = AND THE NAME OF THE MOD. Then just open the shortcut. Ta. Da.
