Which leaders do you think were bad choices to include in Civ4? Here's what I think.

Boudica: WTF, she only ruled for ONE year and was unsuccessful at keeping Romans under NERO away from Britain! Indira Gandhi or Wu Chao should be in instead.

de Gaulle: He lost a war with, ummm, ALGERIA, and saw the decline of France as a major colonial power. Seriously, lets put George III and/or Wilhelmina in the game.

Gandhi: Was NOT an actual ruler, and even if he was, he died within a year of India's independence. Even George Washington led the US until 1799.

Charlemagne: Okay, I was just kidding here, but can't he be a German leader?

Elizabeth: Can't Alfred the Great be in instead?

IIRC Hitler was in Civ 1 and he's not in-game now.

Some Civs, while having a large influence on history, lacked iconic leaders so Firaxis had to come up with a figurehead that could bring the traits associated with the Civ to the table regardless of the propriety of that leader. Game play also had to be taken into account whether or not the leader in question had governmental or merely popular power of his Civ (see Ghandi)

Firaxis also wanted to include a decent gender balance - do you really think Hasheput is a more iconic or appropriate leader of the Egyptians than Ramesses? Why do you think it took an expansion to get him into the game?

I do agree that De Gaulle was not the best choice for a leader except for the WWII campaigns and think that Maria Theresia or Franz Josef II would have been easy choices for the HRE whereas Charlemagne is a hard leader to nail down to a Civ (French, German and HRE can claim him)

... I think Boudica is fine. I've never heard of her before, but she looks like Shania Twain, and that isn't bad...

I think Gandhi did enough for his country to be respected as a historical frontfigure for the country. And he's a nice neighboor. KMadCandy, someone's trying to take your Gandhi away! Attack!

On the other hand, all the French people loved him. I spent a couple of years in France; it's quite a trick to get all of them to agree on something. :)
