I haven't voted yet, because I want to make sure I know who Tongzing is before voting. He has a more apparent hand in moulding the Tang empire into greatness, than Qin Shi Huang who mostly has officials and generals doing the work. The Qin unification of the Chinese region was more of a process, than because of any one man's deeds IMO. Both, anyhow, led Imperial China to its "final rise" before everything collapsed and there was no more emperor.
