i have been a good friend of gandhi for the whole game and our relations were +10, but when i wanted to talk to him, he refuses to talk, why is this so? :confused:

It's probably because he is the vassal state of a civ with whom you are currently at war.

Or you agreed to cancel all deals with him from someone else.

If he is a vassal of a civ you are at war with then he is at war with you also and probably not friendly at all.

Could be an AP resolution too. Even if you vote "NO", you will receive a diplomatic penalty and he will be not willing to talk with you. If you vote "YES", you will have an additional penalty "You voted against us".
