For example:
for BUILDING_LIBRARY +1 culture with TECH_PAPER ???

2/ is possible add to Wander some bonus if is build in specify city?

For example:
for Forbidden Palace if is build in CITY_VELEGRAD

CZ+SK CIV4 comunity is working on first project but we have not programmer. Can somebody help, please
