Ever have a randome AI attack you and you couldn't get to him because your borders were not open to another AI because of a previous war. I have not yet had this problume but i know it will happen evenualy, i have this city i recents took to get acess to a new sea and build a military there but the ships cant leave the city because a AI controls the water right next to the city and i had a war with him and he still isn't opening borders even though trade is open and we are allies in a new war, Its japan and their warlike so i think they will never let me in their borders again.

Anyone figure a way around other than delcaring war on that civ?

My solution would be to just kill anyone who wouldnt give me open borders, then again my playstyle makes montezuma look like a teddy bear.

You have to make Tokugawa pleased to get him to agree to open borders. In my last OCC I finally got him to attack someone else than me but then he got DOWed by two other AIs and all three had more advanced technologies. So I gifted him machinery and civil service which got him to pleased and allowed me to use him to take down anyone I felt was a threat. Maybe you could win him over as well? He can be very useful.. you probably have to share a religion though to have any chance of being his buddy.
