You ever get one of those "wouldn't it be great if?" ideas in your head and you can't get it out?

This thread is my attempt to purge myself...

Wouldn't it be great if there was a tool/utility that could take 2 "BIC" files and produce a text file listing the differences between them. I'm thinking of a text file that could be included with the modified "BIC" file as a 'ReadMe' when it is distributed.

Of course, the anticipated release of the new editor (with scenario support), will probably alter the format of the "BIC" file. If it doesn't, the release of PTW will certainly alter it. Considering that Firaxis changes the format of the "BIC" file with every patch and release, the maintenance would be a bear, but still...

Wouldn't it be great?
