I have attached a screenshot showing a galleon parked in a desert fort. Neither of the territories marked belonged to me, nor did the galleon. In fact they were both enemies, so I was not able to investigate further.

That is not a glitch, ships can go one tile into land so that units made load onto them.

Yes I found out that it only works for forts adjacent to the coast (I tried making a string of forts to make a canal - didn't work).
Also, forts function as airbases.

Yes, this is just a Beyond the Sword (BtS) feature. Since you obviously have BtS, this should have gone in the BtS bug reports section in the first place, but it's not a bug, so whatever. :dunno:
