All my cities got stuck with 1 turn until they grow. It stayed like this for about 6 turns, then when I automated the working tiles on all my cities they grew as expected on the next turn, but if I don't do this they stay stuck.
The save game attached shows all my cities stuck at 1 turn. It is a multiplayer game and I was playing as Catherine.

I did not open it (cause the comp I am currently at does not run BtS) BUT are you sure you did not put it on "Avoid Growth"?

"avoid growth" automatically adjusts which tiles to use so that it avoids growth. But since I was micromanaging myself, any selection of the automatic settings such as "avoid growth" shouldn't work. I had excess food in these cities so they should have grown.

this is not true. Avoid growth will avoid growth regardless of how much food you have any surplus after the granary is full will be ignored and the city will not grow :)
