Looking at Arendel Phaedra I see that who favorite civic was Aristocracy, so i was planning on adopting it but then realized that without Agriculture (I had Guardian of Nature) its rather horrid, all it gives then is +2 commerce (without sanitation) whereas if i had a town it would give +4 commerce so because of Aristocracy the farm failed to do what i see farms as doing, provide food!

I then checked out sanitation, it would provide one food then, but then taxation came in and tempted me with an extra one commerce with with town, looking over it, i would rather have farms provide the extra food than the extra two commerce, so I see Aristocracy as a useless civic for her.

Favourites civics are not always the best options.... they are just ones that would be thematically correct for the leader.

Less than desirable civics are the favourites for many leaders, I think some even have the starting civics as favourites....
