It's probably been properly grounded and then is not plugged in.

I'm not sure that an exposed conductor there would actually be that dangerous. As long as there is nothing that can short, all the electricity should flow through the wire only. There may be a slight problem when stepping out of the pool, even then the power strip ground should be much better than the bridge that a person can make. There's no drain, so unlike a in a bathroom, any short would ground to the power strip.

I mean if the bellow is safe, then how surely 120v from a simple power strip is. (granted, in the bellow there's a salt water pool, so it's safer)

That's true, Souron, or, of course, it could not be plugged in or it could just be a plastic imitation that doesn't even conduct electricity. :) The picture is still funny though. :)
