This has happened to me twice now in PBEM games. I built the Apollo Program but it doesn't show up in the city it is built, nor can you build any spaceship parts. You also can't build it again.

I'm playing BTS with the latest patch.

Sure; it is a hotseat save now since my PBEM opponent resigned, but it also happened during a PBEM game that I was still playing. I don't have that save though.

Since the Apollo Program is a Project, it won't show up in the city it's built in. The spaceship parts thing, though, I have no idea. Are there required resources you're missing?

there are no required resources for parts, just resources that boost production. I'll look at the save soon and maybe that gives a reason ;)
