where do I find the below file:
Afterwards you need to go into you BTS configuration file and change 'ModularLoading = 0' to 'ModularLoading = 1

i am trying to play the nazi empire and i really have no idea what i am doing

Try entering your BTS Folder and looking for a notepad-looking file with a gear on the icon. It should be named something like: _Civ4Config.ini

Double-click this file. Then press CTRL-F and enter into the search box: "Modular" . It should send you to something that looks like this:

; Modular XML Loading
ModularLoading = 0

Now change the 0 to a 1 and save the file.
