hello everyone...

I was looking at the code for the slave revolt random event (both the event trigger and event xml files) ....

I can't find anywhere in the code where it says that slave revolts have to happen in your capital, but they do only happen in capitals, I believe...

anyone have any suggestions as to where I'm going wrong here?
