I am trying to edit the civ4promotioninfos.xml and whatever prereqtechnology I give one, it applies it to the next one on the list? What is going on? Is there some other file that controls this? Do they have to be in a certain order? Can you not add a promotion?

no, solution is filed to firaxis, bug has been found, localised, and I adressed it to the developers team in the hope it can go into the next patch, if not, join WoC ;)
