What does the <bLeader>1</bLeader> tag in the Civ4PromotionInfos.xml file do?

Thanks for any info anyone can provide.

I'm taking a guess here, but does is indicate which promotions can only be gained through a Warlord?

Actually, it means that a unit with that promotion is a warlord. Or rather, is gained by becoming a warlord, it looks like. It appears that warlords are implemented this way for the possibility of modding the bonuses that they get.
