I've been trying to load several pre-made maps in FfH2 0.30 but most don't work (the game crashes) unless they were specifically made for it. What's different about other world builder saves that keep them from working in FfH2 0.30?

But some of these maps have no players, units, or resources.

If it is a scenario, then it has leaders, and the leader names are different.
If it is a Mapscript it should work. But nothing designed in Worldbuilder will be able to transition over because at the least you have leaders & Civilizations.

No, I deleted all the leaders and starting locations and resources so the game could randomly place them itself. If there's nothing there there shouldn't be anything conflicting.
If I copy in the player and team sections of another map that was has FfH data then it will load, but then I'd have to place all civs manually with a text editor rather than just have the game set them up at start up.

Nevermind. It is the number of players being different. Apparently I need 34 empty player entries instead of just 18
