View Full Version : Should we implement the new Constitution according to the following plan?
Shaitan Jul 03, 2002, 11:11 AM The Plan:
Items in the current working Codes will be accepted as active standards until replaced en mass by the Code of Law and Code of Standards.
The Senior At-Large Council will become the Chief Justice. The At-Large Council will become either the Public Defendant or the Judge Advocate (Council member's choice to whichever position he's more comfortable with).
The position of Provincial Governor of the capital province and the remaining judicial position will be filled according to the new standards.
Current working copy:
Constitution C, et al, v1.10 (http://www.civfanatics.net/uploads/ConstitutionCv1-10.zip)
Poll runtime
Poll will close on July 5 at 19:15 GMT.
Shaitan Jul 03, 2002, 11:24 AM Vote YES!
The major concern over immediate implementation of the new Constitution was that we had no framework of laws for the game and that we would not be able to self govern with only the articles of the Constitution.
This plan addresses that concern by adopting the current working copy of our Laws and Standards as standards under the new Constitution. Work will continue on the Laws (we are mighty close already) and they will be adopted en mass when they're ready.
disorganizer Jul 03, 2002, 11:32 AM Another point to be added:
How are standards changed? I only by government without citizen vote, then i still have to vote no. If only with citizen-vote, then i will vote yes.
Cyc Jul 03, 2002, 11:34 AM Version 1.10? Hold on. I haven't read the new one.
Shaitan Jul 03, 2002, 11:38 AM It includes the removal of A-3-d (polling restrictions).

Citizen vote determines laws, which overrule standards.
You have my personal promise that if citizen opinion runs contrary to a standard and for whatever reason the citizens can't pass a law to counter said standard, I, as ex-Senior-At-Large Council will champion said standard change in the Council using whatever weight my experience and blackmail skills can bring to bear and also with much gnashing of teeth.
disorganizer Jul 03, 2002, 11:42 AM @shaitan: this could make possible removal of an "old" rule which is a standard then and with this build a "law free" zone until citizenry makes a new law. the law-making will worst case take 1 week, so the executive may enforce removal of an "old" rule without citizen approval for one week, which may be misused.

I suppose that is technically possible. I just don't think it's a very realistic scenario. That would require the collusion of a majority of the leaders (who were elected by the citizens) with the intent of commiting this obvious unpopular action.
Cyc Jul 03, 2002, 11:56 AM Exactly, Shaitan. Let it go Dis.
Cyc Jul 03, 2002, 12:59 PM Ahhh. Time is beer:30 at the begining of a four day weekend celebrating independence, I've got my feet up, and I'm reading the well written Constitution of Phoenatica along with the yet to be adopted laws and standards. Life is good. I vote yes.
donsig Jul 05, 2002, 12:41 PM The poll is closed - do we have a new constitution?
Shaitan Jul 05, 2002, 12:50 PM This poll is closed and has approved the proposal. I will initiate a Council Vote post haste. As soon as the Council Vote is complete, the Constitution will be in effect.
disorganizer Jul 07, 2002, 01:37 PM wow. i think 8 votes is REALLY representative for citizenry ;-P
Bill_in_PDX Jul 07, 2002, 01:56 PM
Ironically, the new constitution supported in this poll, would invalidate a similar turnout in the future.

disorganizer Jul 07, 2002, 02:24 PM ROFL!
That really is funny. Didnt think of it this way ;-)
But nevertheless it is a kind of disappointing how much interest our citizenry pays to our rules. Maybe we should implement a ruleset without any rules just to test them ;-)
Duke of Marlbrough Jul 07, 2002, 10:09 PM The ever changing rules seems to have been one of the major reasons most people have left the game. :(
Shaitan Jul 08, 2002, 04:33 AM What makes you say that, Duke? I thought the major item was a lack of feeling that contributions mattered.
Chieftess Jul 08, 2002, 07:05 AM But think about when a new member of the game finishes reading the current constitution, only to find a new 20-page one the next day. :)
disorganizer Jul 08, 2002, 07:14 AM hope this will change next game ;-)
Shaitan Jul 08, 2002, 07:16 AM Hopefully that won't matter. As soon as we're done with the Code of Laws I'll be working on the abridged rules of the game. A quick 1 (or 2) page overview that will be easy to understand and can get a person started in the game.
disorganizer Jul 08, 2002, 07:18 AM What the citizen-offices should do:
1) write a quick sum-up on how to post polls now. and of course what is needed to make them valid
2) write a quick sum-up of what executive positions have to take care of and how will of citizenry is enforced
...
we miss a kind of "short rule summary" at the moment.
Shaitan Jul 08, 2002, 07:27 AM A general poll needs to be discussed for a day, proposed for a day, posted for a day and attract at least 14 voters.
disorganizer Jul 08, 2002, 01:23 PM who can post which kind of poll?
Shaitan Jul 08, 2002, 02:05 PM Anybody can post an informational poll on any subject, though generally speaking the officials should be posting on their areas of responsibility. Binding polls for game events need to be posted by the appropriate leader. Rule of law (Legislative polls) are posted by the Judiciary when they have gone through Judicial Review. Council Votes are posted by the various members of the Executive branch (Pres and Council).
disorganizer Jul 09, 2002, 01:32 AM so what about writing a "how to?" for the rules shaitan? this would be exactly what would be needed in there...
how to register as citizen?
how to be a good citizen?
how to become an official?
how to post polls?
...
how to change the rules?
...
disorganizer Jul 09, 2002, 01:33 AM i would popose a "how-to thread" with the 1st post being an index, and the following posts being the different questions. if someone asks something then, we could directly push him to the apropriate post.
Shaitan Jul 09, 2002, 06:17 AM I was thinking the same thing. A FAQ thread for the demo game like Killer has done in the main forum.
Shaitan Jul 09, 2002, 06:47 AM I'll start working on this and will post a FAQ/How To thread later today in the main Demo forum.
