I hope someone can help me.

I have a great engineer and I want to create the mining corporation. I posses silver, copper, and iron and I have all the required technology. However, the little create corporation button is not highlighted. I can not seem to get it to build. I have moved my engineer from city to city without luck.

What do I seem to be missing?

Probably you don't have the prerequisite tech, or you are in state property, or you are in mercantilism and not using the unofficial patch.

I had the same problem as you have. Just switch to "free market" and you will be able to create it. Best luck
