I am trying to play over the internet by direct connect method but it keeps coming up that we are out of sync. We can restart the game and it works ok for a few turns but then it goes out of sync again? Any ideas?

many people had this before when patch 3.13 came out. now it is known that if all of you do a reinstall, everything will work fine. so reinstall bts and patch it with 3.13 again.

I had the exact same problem - reinstalling doesn't fix it. There is a thread in the bugs forum about how to fix it - does not require a reinstall. Sorry, can't track it down for you, in a rush. Search function is your friend ;)
