Hello hartster!questions..so seeing that you can load a game playing involves moving pieces conducting negotiations woth other civs, so opening cities and seeing where the pices are and what is happening diplomacy is this classified as playing the game?... It is OK to load the game and look at everything. Only the currently elected President is authorized to move units, conduct diplomacy, and so forth. I hope this answers your question.
