Is there any way to make it so that units can use roads but not railroads? If so, how?

Ideally this needs to be useable as part of the Commando promotion. I think its odd that you can use enemy railroads. If it were real life you would have to have a train and the equipment to load it onto the train. Not something that an invader necessariyl bring with them into enemy territory.

The invaders would probably hijack a enemy train. As for only being able to use roads,
I don't know of any ways to do this but I'm not much of a modder
