I'm still working on that mod of mine and I was wondering what is the simplest way to make all cities produce 1 culture from the start? Basically I want to make it so that you dont NEED buildings or religions to make the borders grow, although of course if you want them to grow fast it sure helps.

One way to do it would be to add a new building that gives +1 Culture, and then set the Palace to give that building for free in all cities.

you'd have to add that to all civilization tags in civilizationinfos.xml for it to work the way you want. Although you may want to create a new building if you don't want everyone getting free obliesk, maybe make a similar building that doesn't give charismatic leaders a bonus.
