Now I'd like to know how to play without a CD. I saw it's against the rules of conduct to talk about this but couldn't the programmers of the game do something about it? I mean there are tons of games now that don't require a CD now, why not civ 4?

You could ask Aspyr, but I am quite sure that, if they bothered to reply at all, they would tell you it's a requirement of their contract with Firaxis. So go and talk to Firaxis about it.
