Can anyone give me some advice on what they would do to hold off the enemy?

Napoleon is on the west side of me and i feel he is fixing to attack soon..

Build an army and possibly plan on conceding Boston if he does attack (pull the archers back to buy you time to counter on that desert).

Also, side comment: Why did you settle on the cows. I can understand wanting to grab the horses but 2N of Boston would be a much better tile that gets wheat/silver and cows, losing the horses and fresh water (but still coastal). You don't have the horses now as it is and are probably better off taking his city instead of attempting a culture war for that tile.
