which type would best suit the capital city here and why?
(trying to determine how people decide is a city is to be speced)

I think because you have 3 calendar resources and mostly grassland, I would make this a commerce city and build mainly cottages. the plains hills will not provide any food but you have plenty of extra with the seafood for that. everything else is pretty much even food.

This city has no *clear* specialization. I think it is just a nice mixed capital. It has high food meaning it will grow quickly and you can assign some specialists to get early great people. It also has some good production to get troops/buildings built. It also has some river tiles and silk resources to generate some solid commerce.
It doesn' thave enough food imo to make a stellar gpfarm. It doesn't have enough production to make a stellar wonder or military center. It doesn't have enough non-water tiles to make it a stellar commerce center.
It will simply be a strong city that can do what you want when you want it, which is good early. It will be a good city later too, but it won't be dominant at any one thing imho.

It's a decent all round city - it'll do for great people in the early stages, but has too much water for a really good GP farm. I'd probably go with cottages. You've got enough surplus food to cottage all the plains tiles and the grassland hill.

Definitely cottages.
Assuming you will run bureaucracy, you will benefit most if you have good commerce or hammers or both.
Really big hammers are out because you have only two hills and it will be a long, long time before you have the option of watermills and workshops. But you'll have 10 hammers with just two mines and the city tile, so that's 15 hammers with bureaucracy, not enormous but will do fine.
You have enough food to cottage and plantation every other tile.

definitely cottages :D
for me if a city has only one 5 food resource and few grass land is perfect for cottage .
if there is one 6 food resource ( pig , corn ) and 3-4 floodplain it will be a decent SSE city . There more food the better ofcourse

I would have settled 1 east and that would have let you work an extra 2 hills. If you're roosevelt that would have made a great wonderspam capital.
