Only cities with no angry citizens can "celebrate", but selection is random and may not happen even if you have no angry citizens anywhere. So there's no way to keep every city celebrating permanently.

I think my toaster is high tech, so I can't help you to change the config files, but I have played a bit of Civ, so here's how to do it the old fashioned way.

Catherine - have her religion's symbol branded onto your forehead with a hot iron, and then propose marriage.

Hatshepsut - propose marriage, (don't tell Catherine)

Tokugawa - make sure you are out when he calls.

Montezuma - just kill him, you know it's the only way

Ceaser - learn Latin and persuade him you are his long lost son.

Genghis Khan - tell him Monty thinks he's a . .. .. .. .. ., and give him a map to find Monty

Pericles - have long anguished discussions about your confused sexuality, (preferably when wearing nothing but swimming trunks)

That should do it. Your entire civ will now be so ecstatic by your mastery of the game, that every city will be in permanent "we love the emperor day".
