Well let me preface this idea that I probably only thought of it because I'm canadian and it's one of the things canadians are better known for internationally :crazyeye:

I just thought what if their was a promotion for the troops you typically keep as garrison troops (musketmen, rifles, etc) could get a promotion (maybe after city defense I) that was called "peacekeeping". I didn't include archers because I don't necessarily need to be able to become peacekeepers.

The purpose of the peacekeeping promotion would be potentially two-fold.

First, having a peacekeeper unit in a city that was rioting would help quell 2 rioters per turn instead of the normal one. This would help alot when you were taking big cities (notably in the endgame) when you can have cities that will riot for 10+ turns.

A second possible benefit to peacekeepers would be providing a happiness bonus to cities not rioting under certain government types (not sure which civic would be appropriate though, was thinking more about democracies here.)

there's been discussion on this in other threads. I wanted a unit that can go into a territory without openborders, can only defend, but block movement of foreign units.

Thats more like what I thought the thread would be about Ekmek. Rather than peace keeping in your own cities I thought it was about peace keeping between two civs that were at war, or were a cease fire had been declared. If you want units to create happiness then rule under a monarchy.
