I decided to try BTS last night and played as Hannibal. I liked the idea of starting with Mining and Fishing. I wanted to see how these played to his unique unit and unique building. As I was researching techs I noticed The Wheel was not offered. So I looked at the tech matrix and noticed I already had it.

So my question is why does Hannibal get to start with The Wheel when all indications point to Hannibal starting with only Mining and Fishing?

You're playing warlord level, aren't you? humans in levels below noble receive bonus vs the Ai ( just like the AI reveice bonuses vs the human in levels higher than Noble ). In warlord level Humans receive Wheel for free, among other bonuses....
