I've been digging through XML file after XML file and I have yet to find the one that governs the "historian" feature of the game - "X has completed his greatest work: The Y Civilizations in the world!"

Where is it?

Perhaps hardcoded somewhere ?

CIV4GameTextInfos.XML. For instance:

By the way, I think my mod is ready for an alpha run. How do I get it to the database? Do I need someone's permission first?

Go to the database and click "add new file" in the appropriate Civ 4 category.

I've done that, but for some reason it isn't showing up in the database
