Question in two parts.

1) in the score table, one of the things is a spy icon. Is this good or bad? For example one civ the ratio is 156/154 and there is an icon. Another there is no icon and the ratio is 99/94.

2) on the espionage screen, what is the reason and effect of the cost. Most seem to be 100% in my current game. My two closest neighbors - Joao is 98% and Ghandi is 114%... I share borders with BOTH of them.

The icon shows that you currently has more Espionage points on them, then they on you, iirc.

The mission cost % is affected by the ratio of total espionage spending. (Total Spending means: Espionage points you produced through the course of the entire game so far, against all oppopnents, incuding those vs. dead Civs and those you already spent in missions.)

Very interesting. I'm glad you don't lose all the EP you've built up against enemy civs that you manage to eliminate.

So the ratio is a simple display of:

your espionage points per turn against this particular nation/their points towards you

correct?

No. Not per turn, but the present status, which is (the total EPs ever allocated) minus (any EPs already used), for each civ. So if you've got a few more EPs than an opponent the icon will show: perform an active spy mission reducing your EPs to less than the opponent's and the icon vanishes.

Also note, espionage accumulated while you don't know anyone (isolated on an island) still counts towards your total espionage spending ratio.
