Perhaps Towns should become "Suburbs" after being worked a suitably long period of time.
Suburbs would generate one more gold than Towns.

And encourage suburban sprawl guzzling up natural resources and eventually destroying your civilization from the inside out.

Well, for realism purposes, suburbs could up economic productivity slightly but be a drain on happiness, soul-destroying things that they are.
