I'm playing a game with Bhruic's patch and no matter what form of power I have in my cities (coal, nuclear, hydro) I always recieve those +2 unhealthiness, even with the Three Gorges Dam in action. I was under the impression, due to it's logical and it's according to the civilopedia, that only power with coal has this unhealthiness; nuclear power is more expensive and has the chance of meltdown, and hydro power is in a middle cost to build but only possible in river cities.
What do you think? I believe its a big bug, but I also believe this wasn't like this before Bhruic's patch (didn't check it still though).

No. Power itself gives unhealthiness. What you avoid is the unhealthiness from the very coal that powers a coal plant (which is 2).

The initial construction of a coal plant (assuming it's the first power supplier) adds 4 unhealthy faces: 2 for power and 2 for coal.

The initial construction of a Hydro plant or Newclar (Bushism) plant gives 2 green (but not the environmentally conscious type) faces due to power.

Three Gorgeous Damsels simply removes the concomittant coal pollution.

Basically factories produce unhealthiness, as well as Coal power plants. Coal just adds more unhealthiness then Nuclear (risky) or Hydro (safe but conditional).

Which leads to a question that I haven't answered yet. I had a game where an opposing civ built the Gorgeous Damsel and I suddenly experienced a drop in pollution. So it made me wonder if simply having 3GD on the same continent removes pollution for everyone.
