I've had it 2-3 times before. The first option costs a little bit but is much less severe. Quarantine FTW.

thats pretty funny, some of their experiments while researching medicine must have gone awry. If your government would stop experimenting on its own people this wouldn't happen!

IIRC, The event can trigger if you are in the modern era but have not discovered medicine yet.
