France's continued violations of the Peace of Amiens have finally forced Pitt's Cabinet into a declaration of war. In a rousing speech at Parliament, the Prime Minister declared that Great Britain would not rest until the French dictator was deposed and the status quo finally restored in Europe.
These strong words were followed by stronger actions, as the Royal Navy moved into action. A French smuggler in the English Channel was boarded and scuttled by British marines, while a French frigate off Brest blundered into an English ship-of-the-line and was promptly blown to smithereens. In the Mediterranean too a Royal Navy frigate chased down and sank a French brig off the coast of Sardina. With this promising start to the campaign against France it does not seem as if any ships will soon be contesting Britannia's control of the seas.

Emperor Heinrich I of the Holy Roman Empire of German nation has declared that the Empire will not get involved in the recent hostilities between the Empire of France and Brittain.
However he does offer his skills as a mediator and hopes that the conflict can be halted within the near future ;)

In the war against the muslim Ottoman Empire the city of Constanta has fallen to the advancing Imperial armies, and more cities are expected to follow within the near future...

It has been confirmed that this is the cause of delay in any major British movements, hopefully they will return to the business of ruling their worldwide empire soon. (So this PBEM can continue....):lol:

Sunk a French 2 decker, frigate, Brig and merchantman just south of Norwich. Sunk a French 2 decker and merchantman just south of Plymouth. Moved a lot of units around and also moved my trade around.
England is wondering if France wants it's entire fleet sunk before France will end this war or does France wish to end hostilities now. Please PM me so we can discuss.
England is also open to discussions with any of the other European powers. ALSO LET ME KNOW IF WE HAD AGREEMENTS PRIOR TO THIS. Im filling in for Winterfritz until further notice and I will warn you all now Im quite a rude bumper!:p

In response to the Royal Navy's treacherous attacks on French ships under banner of truce, Napoleon has no choice to declare war on Great Britain... again. They have tried to make the excuse that this was a string of accidents, but in reality gross incompetence is just as dangerous as a sneak attack would have been, so we must teach the beancounters a lesson either way.
- When given the orders to resume hostilities, our generals were completely flustered as our troops had been scattered throughout the Empire during the phony ceasefire that we were tricked into signing. Nonetheless, we were able to load what troops we could into half of our invasion barges and Merchantmen in the channel and launch raids on some British cities.
Much to our surprise, the defenses of Dover and Plymouth in particular were so paltry that we managed to capture them! Our scattered and confused troops were mobilized in such haste that we weren't able to provide the two cities with decent garrisons, but at least we will be able to damage their infrastructure during our period of occupation. Also, our attacks managed to destroy several British ships in port, which will weaken their counterattack efforts.
- The French Mediterranean Fleet has sunk two minor British convoys off Sardinia, destroying a good amount of merchant freight.
- A major naval battle has taken place just off Land's End. Several of the Royal Navy's finest capital ships are now driftwood, although French losses were startlingly high.
- Mainz and Oldenburg join the Confederation of the Rhine, and offensives will soon begin against Britain's lapdogs in Hannover.
- The cities of Ravenna and Livorno are now French territory, and the road to Rome is open. Nearby, Sardinia was annexed in its entirety.
- The king of Denmark has asked for French protection, and troops have promptly been ordered there. French troops landed on the beaches near Esbjerg and, ehrm, "actively disbanded" its garrison. It will be occupied next month.
- Numerous technologies sent to our Spanish allies in exchange for their promise of intervention against Britain. Hundreds of French cavalrymen have crossed the Pyrenees to help in whatever way they can in Spain's annexation of Portugal and Gibraltar. Good luck, king Voltar.

After a minor incident in the channel where one of our Capital ships didnt get the news in time and we accidently sunk a few French vessels, the French decide to go to all out war, This despite the fact that the benevolent and fair English King offered compensation for the British Mistake.
France will pay for this outrage both on the battlefeild and in the Court of Worldwide Public Opinion (Not that it will make a lot of difference to that insane Corsican adventurer.)
All of Europe will soon be ablaze unless we band together and fight this naked agression! We need to rally immediately because the next target of Buonaparte (notice spelling) will be you!
Major General Wellington is being recalled from the Mahratta battlefields in India.
voltar Nov 03, 2002, 11:30 AM This month Spanish forces began their assault on Portugal. Portugal has been independent for far to long, and the time has come for it to be incorperated into the new Iberian Empire.
The assault began very well with Oporto and Figueria falling very easily.
Lagos was assaulted however due to a sudden lack of forces in the southern front, it was not captured. The city is expected to capitulated next month.
In the mean time Lisbon and Gibraltar have remained untouched.
Upon the high seas the Spanish navy saw great success. British ships east of Gibraltar were all sunk. British ships west of Portugal were intercepted with heavy casualties on both sides, a few British ships managed to survive.

Major General Wellinbgton's arrival in Portugal seems to stem the tide of the Spanish advance. Several Spanish Ships were also sunk west of Portugal.
In Great Britian all French ships and units were sunk in the Channel area. :D Dover and Plymouth were easily recaptured. Local town folk told hideous stories of mistreatment at the hands of the temporary French Captors. All Cities along the coast were fortified and the British Army is now planning a continental expedition.

Darius Dec 03, 2002, 12:22 AM - The Army of the Channel has again taken to British soil, recapturing Plymouth and Dover, as well as slaughtering the shopkeepers' piss-poor counterattackers. Surplus forces have moved forward and begun the assault on London, destroying several units. Since mere artillery was defending before we ran out of men, we can assume that their capital's back has been broken.
- France has annexed the entire Jutland Peninsula.
- The Army of the Rhine has moved forward with the mission to add Britain's lapdogs in the kingdom of Hannover to the Confederation. The city of Hannover has fallen after heavy losses on the French side. However, the large size of the city's garrison makes us believe that Hamburg and Brunswick will be lightly defended.

Your counterattack was not only fair - it is exactly the best British
riposte to an invasion. (Including the Naval blockade - top marks!) If the French pile too may troops in where there are no NonCombatants, it is their risk, and they may lose such a stack as you describe. In the real world, it wasn't French invasion that was so impossible, it was the logistics involved in supplying and re-inforcing the invasion in the teeth of the Royal Navy that stopped Napoleon.
Darius is correct, you cannot have a stack on a city square, underlying the city. If the city goes, the square is unstackable until re-built upon or fortressed.
Please play on. This is totally within the known game mechanics, both of my scenario and Civ II generally.
While we are on the subject - if anyone, as a tactical ploy, pillages a stackable square they think an enemy army is about to move into so they can wipe them all out in one counterattack if their enemy doesn't notice, I would have to rule I pushed that this is again within the rules and is a valid Civ ploy. The AI does it all the time in SP. However, I think it is against the spirit of the game, so please don't do it in this tournament, as there is no AI player here.
Steve's dilemma is different, because the way Civ works forces him to take advantage of the absence of stackability, and not to do so would give him a maasive disadvantage.
I shall post this on the Home Thread too, as a scenario rule.

"One day when this war is over we will see to it that the Corsican Adventurer and his brother both hang from the gallows, for their heinous crimes".
In other news all French troops on British soil were destroyed. Numerous troops were burned in the counterattack on Dover.
And all the Spanish ships west of Spain have now been sent to davy Jones's Locker.
The British people have little sympathy for bonaparte, he was offered peace and war reparations for the mistakes of our ships earlier in the year.

Patient English Dec 21, 2002, 03:37 AM You are correct, Steve. The game has been balanced NOT to allow goverment switching. I understand there is a bug in MP that will allow switching when you first get the relevant tech.
This should NOT be taken advantage of. All players should persevere with the Governments they start with.

I'll state the obvious... the rogue independent states of Kassel, Ulm and Munich will be incorporated into the Confederation of the Riene which is under French influence and protection any action taken against them by another power will be considered a hostile act against the French empire... this is negotiable and not a line drawn in the sand.
Prussia... move your merchants off of main arteries(roads and rivers), specifically outside of Mainz... otherwise the goods will be sent back to Berlin.
France is open to discussing previous arrangements, agreements that were laid down by the previous court.

Austria... two jagers have infringed upon French territory in Northern Italy and outside Zurich, if you don't pull them back it will be done for you.
Our Trade minister has announced that any future trade with French cities and protectorates will be subjected to tarriffs of 30% with a minimum of 50 gold per merchant after it's sale of goods. Any merchants not reported(origin, destination, route, goods, gross sales) to the minister and found within France will have their merchandise confiscated. Waivers may be granted as the minister deems fit.

Final assault on Constantinople prepared
More and more Russian troops are arriving at the gates of Constantinople each month. More than 5 elite regiments are already stationned there, and have killed a Turkish mamelukes regiment.
Next month, even more troops will land via sea, and the assault will probably start in about 6 months.

British Two Decker and Transport sunk near Brest, with the loss of a French Three Decker.
Prussian Merchant near Cologne is blocking the movement of French troops. Unless moved out of the way by next month, the cargo will be confiscated :mad:
Austrian Jager Battalions is positioned just outside Turin and Zurich. You must move them back to a less offensive position. We do not wish for a war, but the local commanders in the areas in question is given permission to remove the Autrian presence by force if nessesary.

Once again, we must protest at the presence of Autrian forces near French cities!
The Austrian Jager Battalions near Geneva, Zurich and Strasboug must be withdrawn immediately. Failure to do so will seriously damage the relations between our nations. As stated last month, local commanders have been given permission to remove the Austrian Jager Battalions that have crossed the French-Austrian border. But France does not want or seek war with our neighbour in the east.
This is the last and final warning!

In the mean while, the Russian emperor is sad to see that the Turkish forces are now arming the civilians of Constantinople to resist to us. However, Russian forces will capture the city, be it for the glory of the Tzar.
*Caravan from Kazan reaches St.-Petersburg and leaves on merchant. The destination is unknown, but it is sure that the caravan is carrying furs, captured in Siberia.

Yop73 Apr 20, 2003, 05:05 AM *This month saw a glorious victory for the imperial Russian army. Constantinople, the jewel of the east was captured by imperial Russian forces. Artillery regiments under control of general Godachev first began attacking the gigantic fortress, but were killed in a raid by Turkish infantery.
Then, more and more artillery was brought in and they also attacked the already damaged fortress. Though some men were lost after a shell exploded on their position, the fortress was so damaged that Russian grenadiers could move in and secure the city gates and the gigantic fortress. Then, Russian spies took over the palace of the Sultan and managed to take the Sultan as prisoner. He was then immediately executed. The Turks already did too much to the Russians.
With the killing of the Sultan, the last paramilitary militias that were still in the city gave up resistance. They were all executed too.
With the city in Russian hands, the reconstruction can begin, as there is now chaos and a large food decifit in the city. Russian engineers already constructed a fishing harbor to ensure a food supply.
*A regiment of Turkish infantery surrendered to Russian forces after they were encircled by Russian forces moving west from Constantinople and Austrian forces moving east. These soldiers will be brought to Siberia to a slave camp.
*The Russian Tzar wants to ensure the Austrian king that Russian soldiers will not cross inside the Balkans, unless the Austrians want some assistance there.

However, France is indeed a powerfull enemy to come up against. And to prove his point, Napoleon ordered the Italian army to attack Austria.
-As a result the entire Austrian army and Fortress west of Verona was destroyed. Nothing but rubble remains of the once great Austrian fortress.
-2 Austrian Merchantmen and 2 Frigates sunk north of Sicilia as orders where given to sink any Austrian vessels.
Napoleon is still willing to return to peace if Austria wishes the same. But be warmed that we will not sit idle awaiting a reply. The war will continue untill you accept peace, or face your own destruction. France wants nothing from Austria, only peace.

Ceremonies commenced this week to unite Portugal and Spain under Iberian unity. The entire weekend was declared a total holiday. People celebrated in the streets for the new Iberian Empire.

France have no further ambitions in Denmark, and welcomes Prussian controll over Copenhagen. We will do our best to not interfer. :)

More naval raids in the Adriatic, destroying one Austrian Horse Artillery south of Trieste and another south of Split.
A regiment of Chasseurs a Chev attacking Austrian Dragoon south of Milano ended in disaster and resulted in a total loss. A second regiment was needed to defeat the Austrian threat.
Attack on Malta, sinking numerous ships at port, and destroying two defending regiments.
St-Brieuc liberated after a combined attack of Line infantry and Cuirassiers. 1 Regiment of Line infantry was lost against the city itself, and 1 Regiment of Chasseurs was lost fighting British Dragoon Guards. But in the end, the British presence in France is no more.
With the British fleet blockading St-Brieuc, a large fleet of French Merchantmen conducted a raid on Exeter. The gamble was to find the city lightly defended since the main fleet and army had left for France. No such luck, since 2 British K.G.L Regiments defended the city. The two first attacks ended in total disaster resulting in the loss of two Line Infantry. But the K.G.L Regiments was damaged after the attacks and unable to assist in the defense, resulting in the sinking of 1 Frigate and 2 East Indiaman.
East of Esbjerg, a Russian Merchantman was sunk.

Following a massive bombardment, Prussian troops have stormed the great Danish fortress city of Copenhagen. Casualties amoung the assault batteries were sadly high, but the deaths of these brave men was a small price to pay for enhancing the military glory of Prussia!
