What is the partisan seeting for revolution. it looks like its the standard BTS. This being revolutions and all. Maybe there should be a random check when you conquer a city if partisans occur (instead of the game default at start up if they are in game and if a city is razed).
not that there needs any more challenge (especially on normal), but just a thought

Yeah, I haven't messed with the Partisan event yet so it is set to BTS defaults currently. I'm hesitant to add a trigger for any city capture to lead to partisans, hundreds of hours of work have gone in to getting the AI to successfully capture cities, I wouldn't want to make it too much harder in general.
However, it would be possible to make it so that if the motherland captures a city back from a group of rebels that a few rebel units could appear in the country side as back up to try to get it back. This would only happen while the rebels are still considered rebels (ie they haven't been around very long and don't have very many cities) and also while there's still public support for the revolt (a new measure that's being added now, affected by success/failure). This would make rebels who get a foothold harder to get rid of without unbalancing standard wars.

I was thinking that it would be random any time you take a city. sometimes it happened sometimes not. or better have a partisan chance affect that increases depending on some of you civics, whether you razed cities, number of units etc.
If i read it right I like the idea that the partisans are not from the civ that lost the city but from a new rebel group. or maybe make it a chance that its rebels from a new group or your rebels. that would be cool.
