Actually, I would appreciate it if anyone could warn me if you know of any bugs with the AP victory in RFC - or even if you have ever seen the vote come up. From what I could see casually it looked like it would work, but I didn't have the patience to test it fully...

I have never seen it in RFC.

Aye, I've never seen it. It would require a tremendous effort to build that many missionaries and an even larger one to bribe everyone to your religion.

For missionaries, all you need to enable the victory vote is the AP religion in one city of every civ. It doesn't have to be their state religion. Then you must not have so many votes yourself that you will automatically win, so that part could require missionaries; but your vassals, who must vote for you, don't count toward this.

Ah, I thought everyone has to be in the religion to activate the vote. That makes the win doable, but I don't see in the rules where you can't vote for yourself to win.

It's not written in the Civilopedia, but he's right. At least one civilization that is not you or your vassal must also vote for you in order to win via AP or UN. But it's not hard to cultivate a single friend in RFC.
