Just wondering how often Undercouncil resolutions take to pop up. The vote for head counciller took place over 20 turns ago in my game. Desperately need a slave trade lol

Is it a set number of turns between resolutions or a probability? If the latter, what is the probability?

I suspect it's a set number of turns based on game speed, but I wouldn't quote me on that. No idea on the normal number either.
