pretty straightforward question.... I think the answer is yes, but I'm not positive.

So it would reduce the cost by 12.5% if it applied, no? (I initially thought 25%, but since +100% production doubles your hammer efficiency, it would cut the price by 50%... so it seems the price would be reduced by half the percentage bonus)

And then if you had the Kremlin, a forge, factory, and power also, they would stack to reduce the cost
(25+25+50)/2 +33% or by 83% about?

hmm i tested it out, so none of the production bonuses apply at all to the cost.

No, hammer bonuses are NOT applied to gold rush costs [gold gets the Gold bonuses when it is made from commerce instead]

(none of them.
no building bonuses (factory/forge/power/heroic epic, etc.)
no civic bonuses (State Property/Police State/Organized Religion)
no resource bonuses (Stone,Marble, Iron, etc.)
no trait bonuses (spiritual temples, protective castles, etc.)

It does affect slavery/chopping.

What about the other way around? Does the Kremlin influence the hammers one gets from whipping population?
(can't test myself -- uninstalled Civ recently in a "moment of clarity"...)
