View Full Version : Why can't I initiate a city revolt?

My espionage advisor page shows a price for a city revolt in an enemy city. I send a spy. Then when I look at the list of missions that spy can attempt, revolt is not on the list.
Thought maybe I have to be at war. DOWed, sent one spy each to two cities both of which showed revolt prices on my espionage advisor. Had more than enough money.
After spies arrived, neither showed revolt as an option. Waited. After 4 turns, revolt appeared on the list for one spy but not for the spy in the other city. Waited 3 more turns (7 total); revolt still had not appeared as an eligible mission for the 2nd city.
Can anyone tell me what factors control this?

MrCynical May 17, 2008, 05:07 PM You don't need to be at war for this (or any) espionage mission. The issue is the espionage point cost - if you don't have enough points to carry out the mission, it won't be listed.
There are a number of modifiers that affect the cost of the mission (culture, distance of city from respective capitals, counterespionage etc). One of these is how long the spy has been stationary in the city - the longer it is stationary, the cheaper the mission on that square. In the first city, this bonus was enough after 4 turns for the mission to be cheap enough for you to carry out. The bonus is however capped at -50% after 5 turns, which was still insufficient in the second city.

I don't follow this. My espionage advisor screen showed prices for the city revolt mission for both of these cities. Some missions did not show prices, but this mission was not among them. What other indicator/requirement should be needed?
(For what it is worth, I had a slight advantage over this opponent in EPs -- 9% or 98% cost for missions.)

Oh HO. That explains a lot. I must have just been lucky that I happened to pass the limit for one city while my spy was sitting there. --Or doing the EP costs adjust with distance, religion, time on the plot, etc., the way the gold prices do?
Validator May 17, 2008, 06:41 PM I think you're still a bit confused by the espionage change in BtS. Gold is not used at all now to pay for espionage missions (unlike vanilla and Warlords). The cost numbers shown on the espionage advisor screen are entirely payed in EPs.
And yes the EP cost for missions do vary from city to city based on a number of factors including distance.

Double OH. I can't believe that I failed to notice the non-hits on my treasury.
In the game I mentioned, it must have been that what allowed the first revolt attempt after 4 turns was the sitting in place discount, and what prevented the second was the cost of the first.
