I just won a diplomatic game at Noble with Gengis all by myself.

I mean, I was the only one to vote for me and it was enough to win (412 votes for 407 needed).

Is it a bug ?

And I had no vassal, neither friends (everyone was worried about me...)

Are you playing BtS? With up-to-date patches?

I forget exactly when the change was made, but afaik this shouldn't be possible anymore.

It is possible, even in 3.13 ( but not exactly likely ) : if you have less votes than the ones you need to win ( unlocking the vote ) in the turn that the vote is called and you have more than the necessary to win in the turn the vote result is announced ( vote calls and results are announced in the beggining of the team 0 ( normally the human ) turn ). This can happen both peacefully ( city growth ) or via military ( capture/raze a enemy city ). KMad wrote something about this in the BtS Bugs thread.
