it's a utility that automatic restarts the games untill it finds a map which meet the requirements (Like 5 river tiles and a food bonus around your first city) you set for it and makes a save file for it.

There is indeed a utility by the same name for Civ4. This page (http://hof.civfanatics.net/civ4/mod.php?show=mapfinder) contains more information about it as well as the files to download. This utility is also included in the HoF mod too, so you can check that out in addition.
